James received his Bachelor of Science degree in Civil Engineering from the University of Wisconsin - Platteville. After graduation, he spent five years working as an applications engineer for an equipment manufacturer providing technical support to customers and sales representatives. After that, James spent four and a half years working for an engineering consulting firm, providing site design and working with project managers and clients to develop site plans in compliance with local, state and federal regulations.
James joined the City of Oshkosh in 2006 as a Civil Engineer, and was quickly promoted to a Civil Engineering Supervisor. In those roles, he worked closely with engineering consultants preparing private site development plans as well as watershed and city wide planning studies. These duties often involved making stakeholder presentations. In 2015, James was promoted to Director of Public Works, a position he still holds. In this role, he is responsible for the overall management of the entire Department of Public Works, which includes Engineering, Streets, Sanitation, Central Garage, Water Utility, Wastewater Utility, and Storm Water Utility. |
